Elements and Performance Criteria

1. Plan and Prepare for monitor plant operations for coal preparation
   • Access, interpret and monitor plant operations for coal preparation documentation and ensure the work activity is compliant
   • Obtain and interpret by name, number and/or code and function all appropriate process equipment and plant
   • Carry out pre-start and start-up procedures
   • Interpret and apply basic mineralogy information required to complete the processes in accordance with site requirements
   • Select and wear personal protective equipment appropriate for work activities
   • Identify, address and report potential hazards and risks
   • Obtain and interpret emergency procedures, and be prepared for fire/accident/emergency
2. Monitor preparation plant processes
   • Identify the limitations and capabilities of plant processes and report detail to control
   • Monitor plant processes and pass reports to control
   • Monitor the operation of equipment and the use of materials and pass reports to control
   • Report and record all information required to maintain coal preparation plant processes
   • Continually monitor and report potential hazards and risks
3. Support coal preparation processes
   • Note the results of continuous inspections and identify and locate all faults by name, number and/or code and rectify and/or report all faults
   • Complete housekeeping duties throughout the worksites
   • Carry out operational reporting, complete and process documentation
4. Plan and Prepare for rail dispatch operations
   • Access, interpret and apply rail dispatch documentation and ensure the work activity is compliant
   • Receive, interpret and confirm dispatch requirements
   • Inspect and test run rail dispatch systems components and ensure they are safe and functioning
   • Carry out pre-start and start up procedures
   • Coordinate issues with others involved in or affected by the operations
   • Transfer to or confirm as being present the required quantity and quality of coal product in the bulk loader/bin
   • Prepare documentation and records for the dispatch operation in accordance with site/rail/port authority procedures
   • Select and wear personal protective equipment appropriate for work activities
   • Identify, address and report potential hazards, risks and environmental issues
   • Obtain and interpret emergency procedures, and be prepared for fire/accident/emergency
5. Load and dispatch coal
   • Confirm train identification and identify specific loading requirements and patterns
   • Establish communications with the train operator and supporting plant/equipment operators prior to commencement of loading
   • Direct train movement and positioning for bulk loader
   • Load train to specification
   • Complete and process written loading records in accordance with site/rail authority requirements
   • Carry out shut down procedures

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies applicable legislation, documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient completion of rail dispatch operations including:

conducting prestart, shutdown and secure of equipment

identifying and reporting all potential hazards, risks, environmental issues

applying operational safety requirements

accessing, interpreting and applying technical information

works effectively with others to undertake and complete the rail dispatch operations in a way that meets all of the required outcomes including:

using a range of communications techniques and equipment to convey information to others

maintaining written and verbal reporting requirements and procedures

communicating clearly and concisely with others to receive and clarify work instructions

demonstrates completion of conducting rail dispatch operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

completing work plan operations

calculating dispatch details

operating loading systems

checking quantity and quality of coal

Knowledge Evidence

The candidate must demonstrate knowledge in conducting rail dispatch operations through:

accessing, interpreting and applying organisation and site requirements, procedures for;

hazard identification, risk assessment and response

site and equipment safety

coal product quality

stockpile and dispatch management systems

conducting risk assessments and hazard management

freight rail operations

complying with coal/site/rail environmental requirements and constraints

complying with conditions agreed with the rail authority

identifying coal dispatch systems components, their characteristics, functions and limitations

using freight rail/customer communication systems

using rail dispatch documentation and recording systems

being prepared for fire/accident/emergency
